I successfully challenged a case in Wexford. Developer asked to turn former garda Station to house Ukraines. WCC repeatedly asked was it Ukraines under SI 306/22 or IPAS Under 605/22. I kept going to WCC to say question not legal. For IPAS 28 buildings listed in SI 605/22......no garda Station ( btw no house, pub, B&B, hostel, either). Exempt from planning for Ukraines because all buildings exempt. More recently pub sought exemption nearby. Again I pointed out needs full planning. IPAS is commercial activity, rates, insurance etc apply. All over the country officialdom ignore our laws and not many councillors speak up- none responded to my e-mails to show it contravened planning laws
We must look at the succesful resistance againt an imposed IPAS centre in Athlone thru' the lens of the cold ,calculating eyes of the FF/FG Political Uniparty.
FF/FG are not encumbered by any ideology.
They are not Republicans ,Nationalists or Patriots, their only interest is Power and the selfish benefits accrued from the use of that Power.
They are careerists and opportunists, who use politics to further their own advancement and prestige, without the hard graft of intense study and work to advance in the real world of business and commerce.
Politics is a business ,where no high academic attainment is required ,but the low life cunning, manipulations and treachery to advance to a high paid position of power over a Nation.
That Power once attained can be used for self aggrandisement and self enrichment, with little consideration for the Nation and its People.
The past 5 years of the Regime has been a case of the tail wagging the dog.
The Greens had the power and political leverage to collapse the Regime at any time ,unless their extreme ideological agendas were agreed upon in Cabinet.
FF/FG were prepared to sacrifice the Nation, and complied with the lunatic Green demands, to selfishly cling onto their Power and privileges, as the Nation was destroyed.
The wipe out of the Greens in the General Election, (either contrived or a real peoples decision), removed the threat of dissolution of the Coalition and the extortion/coercive power of the Greens in Cabinet decisions.
Hence the surrender in the Athlone debacle.
The future of Ireland depends on who partners the FF/FG Uniparty in formation of the new Coalition.
Whether we continue deeper into the abyss of destruction or reject the madness of the past decade.
Many challenges are outside our control ,such as a world energy crisis and associated financial and economic collapse.

Yes. The primary buildings used are hotels so it more or less evolved that rates were still payable. As you know it is the activity not the building that determines if rates due. Therefore all houses used should be rated .....After they have changed planning use to that of a commercial building
